During the special period when the global epidemic continues to spread, in order to more effectively support the international community to jointly cope with the global public health crisis, on April 25, the Ministry of Commerce, the General Administration of Customs, and the General Administration of Market Supervision jointly issued the Announcement on Further Strengthening the Quality Control of the Export of Epidemic Prevention Materials “(Hereinafter referred to as the” Announcement “), strengthen the quality control of epidemic prevention materials and regulate the export order.

The “Announcement” makes it clear that the export quality supervision of non-medical masks should be strengthened. As of April 26, non-medical masks for export should meet Chinese quality standards or foreign quality standards. The Ministry of Commerce confirms the list of non-medical mask production enterprises that have obtained foreign standard certification or registration. The General Administration of Market Supervision provides a list of non-medical masks of unqualified products and enterprises investigated by the domestic market. Non-medical mask export enterprises must submit electronic or written export The party and the importer jointly declare that the product conforms to the Chinese quality standard or the foreign quality standard. The importer accepts the quality standard of the purchased product and is not used for medical purposes. The customs will check and release based on the list of enterprises provided by the Ministry of Commerce. In the list of enterprises, the customs accepts the declaration and releases it. For the purchase contract signed before April 26, the exporter and importer must submit a joint declaration in electronic or written form during the export declaration.

The “Announcement” made it clear that the export order of medical materials should be further regulated. From April 26th, export enterprises that have obtained new coronavirus detection reagents, medical masks, medical protective clothing, ventilators, and infrared thermometers whose products have obtained certification or registration of foreign standards must submit electronic or written declarations at the time of customs declaration, promising that the products conform to imports The national (regional) quality standards and safety requirements shall be checked and released by the customs on the basis of the list of production enterprises that have obtained certification or registration of foreign standards provided by the Ministry of Commerce.
